📌 The Big Picture: Which Wage Order?
Everything we’re talking about comes from Wage Order No. NCR-27, issued by the Regional Tripartite Wages and Productivity Board — NCR. It’s the biggest wage hike in Metro Manila to date — a total of ₱85 per day — rolled out in two tranches so businesses can adjust without getting overwhelmed .

⚠️ Quick heads-up: There was a temporary court challenge filed shortly after the first tranche kicked in, but DOLE and the government are pushing hard to keep the increase in place. As of now, July 25 rates stand as the legal minimum.

🗺️ Where Exactly Does This Apply?
Everywhere in Metro Manila / NCR — no exceptions by location! All these cities and areas use the same rates:
- Manila, Quezon City, Makati, Pasig, Taguig, Pasay, Parañaque, Muntinlupa, Las Piñas, Mandaluyong, Marikina, San Juan, Caloocan, Malabon, Navotas, Valenzuela — and the municipality of Pateros too .
Unlike some provinces, there’s no “city vs. town” tier system here — the rate only changes based on your industry and business size, not your address. Nice and simple!
🧮 What This Actually Means For Your Paycheck
✅ The Basics
- These are DAILY rates, not monthly. Monthly pay is calculated based on your actual working days per month.
- This is the FLOOR, not a target. Employers cannot legally pay you less — period. New hires, probationary, regular, contractual — all get the same minimum from day one.
- Overtime, night shift, rest days, holidays? ALL EXTRA. These rates are your basic pay — those other benefits are computed on top of it, not included. Good to keep track of!
⚠️ Common Myths — BUSTED!
- ❌ “We’re a small business so we pay less.” → There IS a lower tier, but it’s still ₱718/day, not whatever you feel like! And it only applies if you’re ≤15 employees in retail/service OR <10 in manufacturing .
- ❌ “Contractual/freelance doesn’t count.” → If you’re an employee (supervised, fixed hours, tools provided), minimum wage applies regardless of contract length. If you’re truly independent contractor? Different rules — but watch out for employers mislabeling you just to skip paying properly!
- ❌ “We can wait until the second tranche before adjusting.” → Nope. First tranche was due July 25, 2026. Every payroll run since then should reflect ₱755 or ₱718.
💡 How It Went Down
The ₱85 total hike is the biggest single increase NCR has ever seen. The board said it was needed because — let’s be honest — prices on everything have been climbing: transport, food, electricity, rent… you feel it every single day. The phased approach was meant to help businesses absorb the shock without shutting down .
